I'm all in, and have thought this was a beneficial idea for as long as I can remember. I completely agree that a smaller, closer to it's citizen, form of government serves those citizens and would have to be more responsive to them. I think there are many factors that limit the odds of this happening. Those in power have little incentive to give any of it up, so even making the process to achieve it viable is unlikely. Those of the big state, nanny-state tribe would be anathema to letting any one individual, much less a county, out of their overbearing clutches. Nationalist types see this as an affront to 'Murica, "fifty states was just fine when I was a boy!". (I think you'll find the same from the "we should split off into two countries!!!" crowd; they would hate this, because "you aren't splitting MY state to make that happen", and like the Leftinistas, wouldn't want to give something to get something.
