I think you're giving them too much credit. This reeks of shoehorning in their desire to "green-spend" while calling it something it's not, because they know their parrots will just repeat what they're given.

It was my theory, early on in this administration, that the more cynically smart ones knew they had only two years to cram an agenda into the nation's maw, because the indicators were there from Day 1 that they'd lose the House in the mid-terms, no matter what they did. And, sure enough, they tried. Only Manchin and Sinema decided to save them from themselves, but now there's a bit of desperation, and they're throwing a Hail Mary pass to try and score a miracle in the mid-terms.

I found myself screaming IDIOTS!! at my phone when the news popped up about this stupidity. Like you, I lived through the last time this happened, trying to keep a small business afloat. I'd hoped to never see it again but here we go. To top it all off, the republicans got snookered again. SMH
