There are a million variables at play, and so much of what's coming down the pike is outside the normal lines that it's very hard to predict. No president, not even Trump, is a dictator, no matter how much some leftists fantasize.
There's Congress, there's world leaders, there's his cabinet, there's the bureaucracy, there are governors, and on and on.
As for tariffs, much depends on what he actually does and what he uses them for. If they are a lever to pry open other economies and quash certain behaviors, that's one thing. If they are a tool to "incentivize" repatriation of certain industries, that's another.
I'd caution against trying to read Trump's intent. He's demonstrably not married to one way or one philosophy. I asked James Taranto and James Freeman a question in that vein years ago, and Freeman IIRC noted that Trump is situational. Trump is also demonstrably not like some of our other Presidents, who telegraph intentions even when it doesn't serve to do so.
For these reasons prophesying not just outcomes, but his actions is a waste of time. Frankly, we seem to be seeing a bit of a different Trump this time around and I am cautiously optimistic.

Unfortunately it also awoke and unleashed the ancient evil of antisemitism. It's going to take a lot of concerted effort from all sane peoples to put a stake in it's heart (again)
